Add a Skills & Tools picker to the Agent/Sub-Agent creation forms so new agents automatically get useful defaults (memory-continuity, agent-workflow, execution-agent-dispatch, session-logs + fs/runtime/ memory/sessions_spawn/subagents tool groups).
